Community Rules.
The standards that keep USAR respectful, organized, and enjoyable for everyone.
Standards of conduct
Every member is expected to understand and follow these rules while participating in USAR spaces and events.

Platform Terms
All users must follow Discord Terms of Service, Discord Community Guidelines, and Roblox Terms of Service at all times.

Respect and Common Sense
All users are expected to respect each other and use common sense in text chats, voice chats, direct messages, group chats, and games.

Authentic Roleplay
Conduct that contradicts real-life possibilities or disrupts the authenticity of roleplay is considered Fail Roleplay and is prohibited.

Harassment and Bullying
Harassment, targeting, bullying, false or repeatedly targeted reports to staff, and encouraging suicide or self-harm are strictly prohibited.

Civil Debate and Provocation
Debate and arguments are allowed only if they remain civil; provoking, baiting, or pinging, mentioning, or commenting on users or roles to incite hostile responses is strictly prohibited.

Discrimination and Bigotry
Discriminatory comments based on sex, gender identity, sexual orientation, race, ethnicity, nationality, disability, religion, or other protected status are prohibited, including slurs, derogatory language, body-shaming, and content promoting negative stereotypes of protected groups.

Inappropriate and Sexual Content
Pornographic, sexual, disturbing, or discomforting comments, images, recordings, videos, or other content are strictly prohibited.

Dangerous Content
Dangerous links, malware, and similar harmful content are strictly prohibited.

Spam and Flooding
Excessively pinging individuals or roles, sending excessive text or images, or otherwise flooding channels so other messages cannot be seen is strictly prohibited.

Advertising
Advertising servers or games unrelated to USAR is prohibited; advertising related servers is only allowed if they are owned by FederalOversight and contain Hubert Automation Hub with the highest role.

Prohibited Topics and Filter Bypass
Bypassing chat filters, organizing, promoting, or supporting violent extremism, posting unreasonably divisive, violent, or hateful content, or continuing topics prohibited by Community Moderators is strictly prohibited.

Spoofed Messages
Using Photoshop, Inspect Element, or any other software to alter a user’s message from its original form is strictly prohibited.

Encouraging Rule Breaking
Encouraging or promoting other community members to break rules is strictly prohibited.

Voice Channel Conduct
Text communication standards also apply in voice channels; overly loud noises, disturbing voice changers, harassment, discrimination, slurs, and uncivil arguments are strictly prohibited.

Voice Media and Soundboards
Video calls and screen sharing are allowed only where permitted and must follow all communication and content rules; spamming loud or annoying soundboard audio to annoy, harass, or bully others is prohibited.

Announcement Channel Restrictions
White House, Executive Branch, Legislative Branch, Judicial Branch, and Agency Announcements channels may only be used for official updates and important information by the roles authorized in the role spreadsheet or stated channel permissions.

Bot Commands Channel
The Bot Commands channel may only be used for bot commands; discussion and other unrelated content are prohibited.

Counting Channel
The Counting channel may only be used for the group’s collective count; counting more than once in a row, resetting the count, or posting unrelated discussion is prohibited.

Campaign Channel
The Campaign channel may only be used for United States political campaigns, candidates, and parties, and may only contain links to USAR-related campaign servers; discussion, insults, and unrelated content are prohibited.

Creations Channel
The Creations channel may only be used for submissions of development work, artwork, and other creative expression by community members; discussion, insults, and unrelated content are prohibited.

Channel Relevance
Posting discussion or content unrelated to a channel’s intended purpose is strictly prohibited.

Direct Messages and Group Chats
Threats, encouragement of harm, or sexual harassment in direct messages, group messages, or related voice calls with community members are strictly prohibited, and all text and voice rules still apply in those spaces.

Privacy and Personal Information
Disclosing private information without prior public disclosure or written consent is prohibited, including blackmail, doxxing, DDoSing, or attacks using identifying information; protected information includes photos, name, address, phone number, email, and similar personal details.

Staff Discretion
Community Staff may use discretion when resolving rule violations.

Statute of Limitations
Communication rule violations in the main server and affiliated community servers have a 14-day statute of limitations, direct messages and group chats have a 48-hour statute of limitations, and game rule violations have a 14-day statute of limitations unless extended by Group Management where applicable.

Repeated Violations
Repeated violations or a pattern of behavior may lead to permanent removal from the community.

Alternative Accounts and Election Integrity
Using alternative accounts in communication servers is prohibited except for account change purposes, and using alternative accounts to vote or alter election results is strictly prohibited.

Scope of Communication Rules
Communication rules apply to all Discord servers operated by the United States of America: Roblox.

Office Forfeiture
Any elected or listed officeholder other than the President or Vice President who receives a 7-day ban or longer must forfeit their position unless they successfully appeal within 3 days or receive an extension from Group Management; the President or Vice President must forfeit office after a 14-day ban or longer unless they successfully appeal within 7 days or receive an extension, and denied or unfiled appeals within those windows result in automatic forfeiture.

Avoiding Arrest
Leaving the game, resetting, or changing teams to avoid arrest is strictly prohibited.

Tool and Radio Abuse
The [GRAB] tool may only be used to move protectees and not as handcuffs, spamming the radio is prohibited, and using tools on members of your own team is strictly prohibited.

Team Harm
Killing members of your own team or government-affiliated teams is strictly prohibited, except on Citizen and Criminal teams.

Lag and Object Abuse
Intentionally causing lag by spawning, dropping, or stacking items, or using cones and barriers in unnecessary or unrealistic ways such as blocking entrances or scaling buildings, is strictly prohibited.

Combat Restrictions
Spawn killing, kill on sight, and arrest on sight are strictly prohibited.

New Life Rule
If a user dies, is arrested, or leaves after committing a criminal act, they cannot be killed, punished, or arrested again for the same offense unless they are being criminally prosecuted, are currently an inmate, or have an active warrant.

Exploiting and Glitching
Glitching, intentionally abusing Roblox physics, or exploiting in community-related games is strictly prohibited and exploiting will result in a ban.

In-Game Chat Conduct
Bypassing Roblox chat filters to say inappropriate words is prohibited except for the stated Discord-related exception, and in-game harassment based on real-life aspects is also prohibited.

In-Game Personal Information
Disclosing personal information about an individual in-game is strictly prohibited.

Protected Places
The Criminal Hideout, Gun Store, Black Market, and team spawns are protected places where killing or arresting others is prohibited; Community Staff may designate additional protected places or events at any time.

Fresh Spawn Protection
Citizen and Immigrant fresh spawns are protected from arrest for up to 10 minutes after respawn or until they leave spawn, but this protection does not apply to users with active warrants and ends if they loiter in the protected area for more than 10 minutes.

Help Command Abuse
Abusing the !help command is strictly prohibited, and continued abuse may result in permanent removal from the game.
